Montreal, April 16, 2025 --- The Quebec Landlords' Association (QLA) has reviewed the Regulation Amending the Regulation respecting the criteria for the fixing of rent published today in the Official Gazette.

This regulation has been expected for many years by both tenants and landlords. Requests made over the years to revise the fixing of rent criteria focused primarily on a simpler and more cost-effective calculation for landlords.

"Maintaining the attractiveness and sustainability of the residential rental sector must be paramount in the changes to be made. It was inconceivable that a landlord would have a 50-year return on investment when a roof could only last 20 years, one example among many of the need for revision," according to Martin Messier, President of the QLA.

The Quebec Landlords' Association (QLA) will take the time to study this regulation and submit its comments.

For the QLA, it will be important to ensure that the balance is maintained and also to determine whether this proposal achieves its intended purpose.

Year after year, landlords face intense pressure from various laws, regulations, and obligations to maintain a safe, healthy, and affordable rental market. It is imperative that landlords be able to maintain a building while remaining rentable.
