The APQ raises a few points that could lead to several problems: $3.9 million in 2025-2026 to fund municipalities and housing offices that assist households in urgent need, particularly those who found themselves homeless on the eve of July 1st.
But in the previous budget, for 2024-2025, it was $7.8 million! That's 50% less than what will be allocated.
With the current housing crisis, many tenants are having difficulty finding new housing. Many will give notice of non-renewal, but since they can't find housing, they decide not to move. But the housing is re-rented! These tenants will therefore have less assistance to find new housing, and landlords risk experiencing situations of unlawful occupancy.
Supporting vulnerable people who benefit from the Rent Supplement Program.
When the Rent Supplement Program helps vulnerable people, such as young people leaving youth protection centres or people experiencing homelessness, funds are generally allocated to provide support to these individuals.
— For the first year, support can include assistance with finding housing and signing a lease, as well as assistance with purchasing furniture and settling into the housing.
— For subsequent years, the worker can offer assistance with daily activities such as grocery shopping, medical appointments, and communicating with the landlord.
The 2025-2026 budget provides $42.6 million over five years to provide services to 900 vulnerable people who benefit from the Rent Supplement Program.
— This assistance will be provided to young people leaving youth protection centres and to people experiencing or at risk of homelessness.
It will help promote their residential stability and prevent them from becoming homeless.
$302.6 million will be invested over five years to support access to housing, notably by preserving the low-income housing stock, supporting housing adaptations, and addressing urgent housing needs.
In summary, the Quebec Landlords' Association (APQ) was disappointed by the announcements in the 2025 Quebec City budget. There was also no announcement regarding rent setting and a significant reduction in the amortization period. No assistance for housing.
