As announced by the Minister responsible for Housing, France-Élaine Duranceau, Madame Chantale Jeannotte received the mandate to meet with the various organizations and stakeholders in real estate “with an interest in the rental market in order to make an inventory of recommendations that will make it possible to provide innovative solutions to rental housing issues in the current context.”
It is therefore to talk about housing issues and the difficulties experienced by rental housing owners that the Association des Propriétaires du Québec (APQ) went to present its recommendations.
For the APQ, it has become imperative to review the method of setting the rent. In addition to the fact that it does not reflect reality, nor spread the expenses incurred, it is complicated to understand and apply: It is not a rate suggested by the Administrative Housing Tribunal (TAL) of 2.3% that must be taken into account, but the actual calculation of the income/expenses of the building!
And how do you distinguish a maintenance expense from a major expense?
Profitability as an objective must be prioritized. Many buildings find themselves with a negative return due to all the increased costs of materials, taxes, inflation, interest rates, etc.
In order to maintain a building, its profitability must be able to allow it.
Also, the maintenance of Clause F and the withdrawal of the protection of the rent price at the departure of the tenant (Clause G) was an important issue discussed at the meeting.
In order to stimulate the economy and the new construction of rental properties, it is necessary to review the practices related to the establishment of a rent price.
The security deposit (in the presence of animals or not) was also discussed. Even if the APQ knows that a rampage will cost the landlord more than just one month’s rent, we remain convinced that many tenants would clean up when leaving the dwelling. The phenomenon of leaving garbage bags, old furniture, food from the fridge in the housing instead of taking the garbage outside would be drastically reduced.
The Association des Propriétaires du Québec (APQ) was satisfied with the meeting and encouraged by a real desire to change the regulations.
