The Association des propriétaires du Québec (APQ) is pleased to see that the City of Montréal, Gérald Tremblay at the helm, is intensifying its efforts against uncleanliness on its territory. The image of Montréal will not be tarnished by the behaviour of its citizens and visitors, but to the detriment of rental building landlords.
''Following several years of complaints and media attention about uncleanliness, elected officials are now reacting to this major issue whixch they should have done a long time ago. They now want to levy heavy fines on citizens and subsequently, rental building landlords who are not responsible for public uncleanliness and the behaviour of the population. Landlords cannot, or should not, supervise their tenants' or passersbys' behaviour,'' says APQ President Martin Messier.
The about-face of the City of Montréal was necessary. Actions such as adding garbage cans or ashtrays to make sure that the City area is clean, will be visible so it is wise to be careful of fines. Before, people had to educated and familiarized with procedures,'' adds Mr. Messier.
