Following the detailed study in commission of Bill No. 31, An Act to amend various legislative provisions with respect to housing, which was sometimes stormy, Bill 31 was finally sanctioned on February 21st, 2024 with entry into force on February 21st, 2024, except exceptions. (1)
What is particular, is that the final version of Bill 31 has been unavailable since February 21st.
At the time of writing, it is impossible to have the final version. How do you get it?
On the Bill 31 (1) page, the link to the sanction dated February 21st takes you to a PDF stating: "The file will be available shortly"
On Quebec publication (2), in the list of laws, you see the same file: "The file will be available shortly"
On the Administrative Housing Tribunal (TAL) (3), we find only a document summarized by the TAL but no definitive and official version
The Quebec Landlords Association (APQ) contacted the various organizations to find out when this law will be available since it has been in force since February 21st. But we come up against the same answer:
“As soon as the PDFs of the final version are sent to us by the National Assembly, we immediately put the files online.
We have no control over the time between the two stages; this is more or less long depending on the workload of the team, the size of the document, the number of modifications to be made to the original text of the bill, etc."

At the APQ, we understand that all the amendments added during the detailed study may take time to integrate, but bringing the law into force before it is available is strange to say the least.
