Montreal, June 9, 2023 --- The Association des Propriétaires du Québec (APQ) believes that Bill 31, An Act to amend various legislative provisions relating to housing, does not make it possible to rebalance the rights and obligations between tenants and landlords.
"For the private owner, these are new obligations and obstacles in the management of their private property: new obligations for new buildings, in addition to new rules for repossessing housing and evictions; The Bill represents a setback for owners despite a more pleasant arrangement in the possibility of terminating the lease in the event of assignment of the lease" according to Martin Messier, president of the APQ.
The private rental market is already under a lot pressure and is overwhelmed by the obligations and regulations already in place.
Housing repossession is a real obstacle course and we have just added several additional obstacles. We seem to forget that housing belongs to individuals who have rights but we treat them as if their property rights had no value.
And several important aspects for a healthy rental market are not included, including:
- Authorization of a security deposit
- Modify the method of fixing rent for major renovations
The Association des Propriétaires du Québec (APQ) will take the time to study each proposed change and the impact on a rental property owner in Quebec.
