2025 Rent Increase: Take the Time to Understand the Increases Received Instead of a Systematic Refusal
Montreal, January 21, 2025 --- The Association des Propriétaires du Québec (APQ) has learned of the 2025 rent increase rates issued by the Tribunal administratif du logement (TAL) today and would like to put things into perspective following the misleading messages that have been disseminated for several days by tenant associations.
The rates announced today are a little higher than in previous years, but to ensure sustainability, investors need predictability. Depending on the type of improvement/replacement, the depreciation rate should be around 10 to 15 years. Also, they need to know these rates when making their investment decisions.
"Contrary to what is and will be conveyed in the coming days, even if the rates provided for calculating rent increases are higher this year, such as 4.7% for major work for example, this figure is far, very far from "enriching" a homeowner. This meager 4.7% or $3.92 increase for $1,000.00 of work done, which represents a little more 21 years to have a return on investment!" according to Martin Messier, President of the APQ.
The method has not changed since its inception in the 1980s, a very different reality 3 generations later.
This "old" method that does not take into account the reality of the market. The rates issued are based on the Consumer Price Index (CPI) which is directly linked to inflation.
These 2025 rates are also a missed opportunity to restore some balance between the obligations and expenses of owners and the calculations for setting rent.
Year after year, owners are under intense pressure from various laws, regulations and obligations to maintain a safe, healthy and affordable rental stock, while they are given no opportunity to do so through an up-to-date fixing method or even subsidies adapted to rental properties of all sizes.
"Be careful, these rates are just a decoy, they remain clearly insufficient to maintain a healthy and modern real estate stock." added Martin Messier, President of the APQ.
It is unfortunate to note that once again, instead of conveying the right message and the reality of how a rent increase is determined by tenant associations, the message to landlords is always the same, due to the lack of government willingness to change: "Be careful, to do your calculations you must take into account ALL your expenses and even increases in municipal, school and insurance taxes."
"Landlords, do not rely on a general rate or estimates for all of Quebec, take the time to calculate for each dwelling the amount you will be entitled to."
